This is the worst myth in the working world. Using the word tech is like using the word transportation. Can pilots just retrain themselves to fly a different plane? Or just learn to pilot a ship?
Nobody is hiring a "tech" guy. They hire developers (or other experts) who specialize in a certain language (or skill). This skill can become obsolete or fall out of favour.
I am still using carpentry skills I learnt decades ago.
For the last five years, I have to adopt new technology every year. I seen people drop out as they could not manage the change.
Even if you land in a job selling the next new thing, you also have to be prepared for layoffs.
I am sick of the myth that tech companies keep pushing when they cannot hire enough "trained" people. Yet nobody talks about the sudden surplus when the same companies layoff people.
