This is not a question that the GOP voters can answer. This a question that the donors can answer. They will then pay the think tanks to write stuff up. The GOP politicians will then cite (read plagiarize) the think tank articles.

The default play book:

1) Deregulation or how can I enrich myself or donor

2) Run investigations because it is easier than governing

3) Sabotage everything else. Blaming the other guy is the path back to power.
