The problem with management is that they need to have cover. "See, I have setup a task force." Or "I gave you guys something this year so it will have to be next year."

In my experience, the management usually goes with the cheapest option or kick the can down the road.

And sometimes the cheapest option is the task force set to study the matter. Or fix the matter with zero budget.
