Only in professional sports are superstars regularly paid more than managers. The rest of the staff are usually paid less than a manager. Ask yourself if there are C suite that are paid less than their staff (outside of professional sports).

The manager are usually in a better position to work on their own benefits as they are usually closer to the resource. Moreover, to most managers if their stars are paid more, their self worth is reduced to that of glorified petsitter.

In any place that pays their super stars well, there will be rent seeking vultures waiting to cut cost.
