Most of the time, the tier one people do not know of the existence of Tier Two. If tier one is lucky, it is written in some hidden documentation. If not, tier one will have to make a pilgrimage to find Tier Two.

Tier Two is usually a myth. The brilliant Tier Two either answered the call from his or her tier one buddy. Or was sent to purgatory (customer service) for some minor sins. On the rare occasion it actually exists, it is usually on the chopping board to off-shore limbo.
