I have worked with many managers. The problem is that management is seen as fashion. If it works, the senior people want to change it to the latest model which promises more. If it does not work, nobody wants to talk about the elephant in the room (Eg. Bad ideas from senior management).

The managers need to communicate with the senior management but they often lack the courage to make a stand as they can easily be substitute with the latest model (Two legged eye candy or promises the highest return.).
