I have thought about it and I think that your usage of monster on standby is not useful. Let me give an analogy. I want the police to carry firearms. As such, I would want them to be trained as well as proficient in the firearm.
But if the firearm is used incorrectly, I want the police to be responsible. Not to hide behind rules. Or blame the victim.
Which is why I am suspicious about the use of monsters as it is easy to justify as a necessary use of force with the definition of right and wrong being debatable. If monsters have to be used, I definitely want lines to drawn clearly and visibly. Otherwise it is just a case of labelling monsters as angels and demons.
