I actually like this phrase when used by people who respect the time of others. I hate it when it is used by people who do not respect the time of other.

It is like the person that takes 30 minutes to order from a two page menu and then ask the waiter to return because they have not figure out what they want for dessert.

I hate it when other managers say it is a few minutes task and then proceed to waste an hour or two with their ill preparation. Like introducing a new project and then doing the briefing like a novice comedian doing an improvisation act.
